Director Hermogenes Ebdane, PAOCTF chief, said the task force
could not ascertain the whereabouts of Supt. Teofilo Vina and SPO3 Mariano Soberano. Ebdane said prior to their implication in the Dacer case by the National Bureau of Investigation (NBI), the two already submitted their retirement papers. He expressed apprehensions that with the disappearance of Vina and Soberano, the resolution of the Dacer kidnapping may be hampered. The NBI was set to summon Vina and Soberano to shed light on the case. Vina reportedly formed the team that abducted Dacer and his driver in Makati City while on their way to the Manila Hotel. Soberano, on the other hand, was among the seven PAOCTF operatives who raided an abandoned house near the Dacer residence, which the PAOCTF reportedly used as a base to spy on the PR man. The six other members of the raiding team, led by Insps. Wilson Pedido and Dionisio Bonoy, had been initially charged before the Department of Justice (DOJ) with obstruction of justice.
